Eligibility

Find SchoolsYou must meet 14 requirements to be eligible for the Seaman to Admiral-21 Commissioning Program. If you are elgible, VAJoe.com can help you find schools where you can use the program.

  1. Citizen

    Be a United States citizen (no exceptions)

  1. Recommeded

    Be recommended for the program by a commanding officer. The recommendation must show that you have good moral character, officer potential and loyalty to the United States.

  1. Service

    Serve in the U.S. Navy, the Naval Reserves on Active Duty, the Selected Reserves on Active Duty (SELRES) or Full-Time Support (FTS).

  1. Diploma

    Have a high school diploma (general equivalency degrees count as well).

  1. Complete Degree

    Complete the bachelor’s degree in 36 months or less.

  1. Age

    Complete the program and be commissioned by age 27.

  1. GPA

    Maintain a 2.5 grade point average on a 4.0 scale.

  1. Test Scores

    Have qualifying standardized test scores:

    • ACT: Math score of 21 and an English score of 20
    • SAT
      • Taken after April 2005—Math score of 500 and a Critical Reading score of 500
      • Taken before April 2005—Math score of 500 and a Verbal score of 500.

    The program considers the best scores you received on these tests within the last three years. So it may be to your advantage to retake these tests if you scored poorly.

  1. Physical Standards

    Meet physical fitness commissioning standards for the qualifying programs.

  1. No Convictions

    Have no court-martial or civilian felony convictions.

  1. No DUI or DWI

    Have no DUI or DWI convictions within 3 years of July 1 of the year in which you are applying.

  1. PFA

    Pass a Personal Fitness Assessment (PFA).

  1. Documentation

    Submit all documentation listed in OPNAVINST 1420.1A (Chapter 8) paragraph 7 (Application Procedures). Failure to complete the documentation will disqualify you for this program.

  1. Maintain Eligibility

    Maintain eligibility requirements for the duration of your participation in the program.

Apply

The application has two parts:



JoeSpeak—Unrestricted Line Officers (URL)

Naval officers qualified to run ships and aviation squadrons. These officers are required to possess no less than a bachelor’s degree.

If you already have a bachelor's degree, you are ineligible for STA-21. You'll have to go to Officer Candidate School (OCS).

In some cases, the age requirement for STA-21 can be extended to 29 years of age.

SAT—Scholastic Aptitude Test

One of two major standardized tests used to measure scholastic ability in college applicants.

ACT—American College Test

One of two major standardized test used to measure scholastic ability in college applicants.

DUI

Driving under the influence.

DWI

Driving while intoxicated.

STA-21 is paid directly to the institution, not to you.
