Sailors are eligible to become a naval officer in one of the following areas:
- Special Duty Officer (Intelligence)
- Nurse Corps (NC)
- Supply Corps (SC)
- Civil Engineer Corps (CEC)

The Unrestricted Line (URL)

The program covers up to $10,000 in tuition, books and fees each year.

You retain the salary, benefits and privileges allotted to your pay grade while you are in school.

After you earn a degree, you will be commissioned as an Active Duty ensign and be eligible for base housing.
Drawbacks

After enrolling in the program, you are no longer eligible for these educational programs:
- Tuition Assistance (TA)
- Montgomery GI Bill (MGIB)
- Navy College Fund (NCF),

You will be ineligible for special-assignment duty pay while in the program.

You only have 36 months to finish your degree program—most people take four years or more to obtain a bachelor’s degree.

If you fail out of the program you will be required to complete five years of active duty.

STA-21 covers up to $10,000 in tuition, books and fees each year; however, you are responsible for expenses above that. If your eligible educational expenses fall under $10,000, you will not be able to keep the difference.
