Eligibility & Apply
Eligibility
Sailors in the following pay grades and having less than the maximum time in service (TIS) are eligible:
- E7 with no more than 17 years of TIS
- E8 with no more than 20 years of TIS
- E9 with no more than 22 years of TIS
Other Requirements

Sailors should also be stationed on an on-shore Navy Installation and have enough time on that installation to complete their degree program.

Apply
Interested servicemembers should submit an application to the Naval Education and Training Professional Development and Technology Center (NETPDTC). You will need endorsements of no longer than one page from your commanding officer and command master chief. Contact your base's education office for help. Applications and instructions can be downloaded at the Advanced Education Voucher (AEV) Program website. Application packages should be mailed to the following address:
