- Independent-study or distance-learning programs
- Apprenticeships or on-the-job training
- Vocational flight training
- Fees for license or certification tests needed to acquire, keep or advance in a job
- Correspondence courses (spouses only)

Drawbacks

Benefits are paid in arrears.
