Scholarships for Outstanding Airmen to ROTC
The Scholarships for Outstanding Airmen to ROTC (SOAR) program is designed to develop Air Force commanders. The scholarship allows active duty airmen to earn a commission while completing their bachelor’s degree as an Air Force ROTC cadet. It is open to to students of all majors, as well as those who have completed some or no college credit. Each year your commander can nominate outstanding airmen for a commission. Once nominated, the nominees then go before a selection board, which will determine if the nominees will receive a scholarship. Scholarships are awarded for either two or four years based on how much time the airmen have remaining in their bachelor’s degree programs.

Recipients are awarded up to $15,000 a year to cover tuition and fees.

Recipients also receive an annual $510 textbook allowance, as well as a $200-$400 a month nontaxable stipend.

After graduating, cadets will be commissioned as second lieutenants.

Airmen must make a four-year commitment.

Only 54 scholarships awarded each year in the following areas:
- Air Combat Command (ACC)—16 scholarships
- Air Mobility Command (AMC)—9 scholarships
- Pacific Air Force (PACAF)—5 scholarships
- Small Units—5 scholarships
- Air Education & Training Command (AETC)—7 scholarships
- Air Force Material Command (AFMC)—4 scholarships
- U.S. Air Forces in Europe (USAFE)—4 scholarships
- Recruiting—4 scholarships

While in the program you won’t remain on active duty, meaning you won’t receive your monthly pay.
