Summary

In 1997, representatives from the world's leading economies met in Kyoto, Japan, and ratified the Kyoto Protocol, an agreement designed to reduce greenhouse-gas emissions by industrialized nations to at least 5 percent below their 1990 levels. The countries committed to reaching this goal between 2008 and 2012. To date, more than 140 countries have ratified the agreement. However, some large nations have not, such as China, India and the United States.

Yes: Support the Kyoto Protocol

Global warming is a major threat to the environment, world economy and human health. Although the agreement is flawed, it is the most effective international attempt to date to address global warming. Politics and differences should be put aside so that the nations of the world can reduce greenhouse-gas emissions. As the world’s leading industrialized nation, the United States needs to ratify the Kyoto Protocol.

Global warming is a serious issue, but so is economic development and fair international cooperation. The Kyoto Protocol is a flawed agreement that would damage the American economy. Furthermore, it does not require changes from more than three-fourths of the world's nations. Equal and fair sacrifice from all nations is necessary for an international agreement to work.
